Judd Best began his career as a trial attorney for the Supreme Court and Appellate Litigation Section, Solicitor’s Office, at the U.S. Department of Labor. He then became an Assistant U.S. Attorney, and after that went into private practice. Between 1964 and today, Mr. Best has been a practicing trial lawyer specializing in securities enforcement proceedings and federal criminal investigations and trials. He has represented individuals and corporations in federal proceedings ranging from charges of securities violations, Medicare health fraud, environmental violations, to improper overseas payments. On the civil side of his litigation practice, Mr. Best has represented corporations and individuals in court and in dealings with the Department of Justice and other agencies.

Representative Matters

— Mobil Corp. Mr. Best represented the interests of Mobil Corp. in the controversial
libel trial by the company’s president William Tavoulareas against The Washington Post.

— Enron Corp. For five years, he represented Enron in concurrent investigations
by the U.S. Department of Justice and the Securities and Exchange Commission,
and in civil litigation. He initiated the civil litigation on behalf of the company, thereby persuading the government that the company should be considered a victim rather than a participant in a scheme to defraud.

— Corporate compliance expert. Mr. Best was appointed a qualified expert under conditions of probation imposed upon a major drug company to establish and monitor its corporate compliance program. He developed a working arrangement for the company to obtain FDA clearance of public statements related to FDA matters. Mr. Best was subsequently appointed with SEC approval to monitor and train the company’s officers and directors in their public disclosure obligations.

— Prominent individual clients. Most notably, Mr. Best negotiated the nolo contendere
plea of former Vice President Spiro T. Agnew. Other prominent clients include former Congressman Wayne L. Hays and former Senate Minority Judah Best 2 LeBoeuf, Lamb, Greene & MacRae llp LeBoeuf, Lamb, Greene & MacRae (pty) ltd. Leader Hugh Scott. During Watergate, Mr. Best represented various counselors to President Nixon and later represented a high official in George H.W. Bush’s administration in the Iran-Contra Affair who was never prosecuted. Mr. Best was counsel to Saul P. Steinberg, chairman of Reliance Group, Inc., in the New York Bus Stop Shelter investigations.

— Daiwa Bank. In 996, Mr. Best appeared before Judge Kimba Wood on behalf of Daiwa for its guilty plea and sentencing in the high-visibility criminal case arising from $ . billion in trading losses due to a rogue trader.

— Democratic National Committee (DNC). He represented the DNC in a series of hearings and investigations arising from campaign contributions in the 1996 national elections. He supervised the responses to 87 grand jury and congressional subpoenas.

— Hijacking. Among his other prominent cases was the representation of an East
German who was charged with hijacking a Polish airliner and forcing it to land in what was then West Berlin. This trial included an American-style jury, and formed the basis for a motion picture.
